PFR means Pre-Flop Raise and measures how often a player makes a preflop raise. It is commonly interpreted alongside VPIP.
3-Bet measures how often a player re-raises preflop when a 3-bet opportunity occurs. It is situational and requires a sufficient sample.
A statistic represents a sample of opportunities, not a permanent truth about a player. Situational and postflop statistics generally need more opportunities than VPIP or PFR.
